ENABLING PROJECTS is a Planning & Development Consultancy that was formed to identify, promote and obtain planning permissions for development projects encompassing the home, work and leisure sectors. With our long background in the development sector, our aim is to achieve the highest standards of building design and site layout. Our sister business, PETER D KYTE ASSOCIATES (TOWN PLANNERS) is a Town Planning Consultancy that has operated in the London and South East area of the UK for nearly 20 years, submitting, negotiating and obtaining planning permissions for clients on a rich mix of development projects. DEVELOPMENT SITE REQUIREMENTS

Listed below are our DEVELOPMENT SITE REQUIREMENTS. We have SIGNIFICANT FUNDING AVAILABLE from developer and investor contacts for all types of sites and buildings that may be suited to development . This covers a broad range of project types, so we do hope that you will consider submitting your site/building to us. We will then assist you in making an initial assessment and taking matters forward.

SMALLER RESIDENTIAL SCHEMES: Small housing and flatted developments up to 15 dwellings. Sites may be composed of a number of building plots, typically being an area of older and possibly dilapidated commercial buildings. We will look at seemingly difficult situations where a developable site may be assembled. Infill, backland and schemes close to other residential properties are very much our forte. If you do not know what to do with your site or how to get the best possible planning permission we do hope that you will CONTACT us.

LARGER RESIDENTIAL SCHEMES: 16-100+ dwellings. These schemes involve larger land assemblies, old warehouses, edge of town centre sites and other large sites with development potential. Our strength in this area is in optimising density to maximise value, in negotiation with the local Council. Please note that we have FUNDING AVAILABLE from our developer contacts for the biggest of projects.

ECO-HOUSING SCHEMES: There is currently a strong trend towards building 'greener' homes, often called 'Eco' housing. We are becoming involved in this sector and would welcome approaches from land owners who would like to adopt this type of scheme. You may be a land owning person or company who has strong 'green' aspirations.

MIXED USE SCHEMES, REGENERATION SITES & TOWN CENTRE OPPORTUNITIES: These tend to involve mixed use schemes on town centre and edge of centre sites of 0.5 to 10 acres. Land assembly may be required and a well thought out approach to the development proposal is needed. You may be a landowner seeking planning support. We have EXTENSIVE PLANNING EXPERIENCE of regeneration projects which could be put to could use on your site and buildings.

URBAN & RURAL BROWNFIELD SITUATIONS: Small plots to significant tracts of urban land can fall into disuse, often because there is no or little impetus in run down areas for development. We will take on these difficult situations and bring in our REGENERATION EXPERTISE and FUNDING (from our developer clients) to kick start development. We will also look at contaminated land and landfill sites, to see if a redevelopment project is possible.

RE-ZONING BIG SITES: If you have a larger plot of land, whether it be a large employment site or a large, empty site not currently in use then there may be scope to get it re-zoned into a more beneficial usage (into a mixed use project or housing site, for instance) via changing the Council's development plan. Currently, all Councils are progressing their new development plans, called LOCAL DEVELOPMENT FRAMEWORKS and there is thus potential for large sites to obtain new uses via this route. REFURBISHMENTS & CONVERSIONS: Some of the best development schemes seen today involve the refurbishment and re-arrangement of older buildings with a modern specification and architectural style. We are keen to meet with owners of this type of property, where a sensitive approach to getting planning permission is required. We are particularly interested in historic character buildings (mills, tram sheds etc) and attractive settings (canals, waterfronts, historic quarters). You may be a business that now wishes to relocate or a property investor with a block of dilapidated buildings in need of regeneration.

CINEMA, LEISURE & LEISURE SCHEMES: This is an area within which we have specialised. We have the capabilities to progress mixed use, leisure led schemes, often including cinemas and restaurants. If you are a major land owner in or close to a town centre, we would be keen to discuss a potential scheme with you. You may also be a cinema, leisure or restaurant operator who need planning support in situations where operational requirements are paramount and need to be properly negotiated with the Council.

HOTELS & TOURISM SITES: We have AVAILABLE FUNDING for a broad range of projects, which includes a requirement for hotels and tourism schemes. If your site is of a good size and is in a hotel and tourism area then please CONTACT US for more advice. We also have access to a range of hotel operators, thus reducing the risk profile for your potential project.

HOLIDAY HOMES: Holiday home development is a fast growing sector but these types of scheme, generally being in rural situations, are very sensitive in planning terms. We are able to look at these situations and give best advice, possibly resulting in a carefully structured planning application. You may be a farmer or other rural landowner in a high tourism area wishing to add value to your holding.

We initially look at development situations without any obligation whatsoever. We will assess planning policy and look at the site’s development potential and come back to you with a workable proposal.

If that proposal is acceptable to you we will then set out the next steps for moving towards a planning application.

You will be kept informed at all stages and will be comforted by our open approach. We will work in close partnership with you to achieve the redevelopment of your site, at all times explaining the sequence that must be gone through to make any project successful.

WORKING WITH COMMERCIAL PROPERTY OWNERS - THE NEXT STEPS

If you feel that your land or buildings have development potential, you will need to submit your contact and site details to us . We have a special CONTACTS FORM to do this. The form will give us your details on a confidential basis and ask some questions about your land.

We will then contact you to give you initial advice on the next steps. If you are agreeable, we will start the process to ascertain whether the site can be developed and, if so, what values can be raised. 

We will explain all the stages of the development process and keep you in touch with the project's progress.

BUT BEFORE YOU CONTACT US YOU MUST FIRST GO THROUGH A SHORT CHECKLIST SO THAT YOU AND WE ARE SURE THAT YOUR LAND HAS A CHANCE OF BEING DEVELOPED. THIS INVOLVES SOME INITIAL INFORMATION PROVISION BY YOU...

The Checklist is as follows:

CHECK 1: You must NOT, please, be dealing with another developer. We are a firm of town planners who wish to deal openly with landowners and do not want to become involved in site value competitive situations.

CHECK 2: The site should be of a GOOD SIZE and have clear potential for redevelopment (i.e. not too small).

CHECK 3: Many sites which are big enough to be developed fail because they have POOR ACCESS. Please ensure that there is the possibility of good access.

CHECK 4: If in a RURAL AREA it must be directly abutting a largish village, with shop, bus services and school close by. In these situations a village extension scheme could be promoted. We will only very occasionally deal with rural situations as planning policy prefers to see development in urban areas.  

CHECK 5: If you feel that any ADJOINING LANDOWNERS might become involved, please speak to them first before approaching us. We can then arrange to meet you all.

CHECK 6: Please note that we will NOT look at Green Belt situations. You will need to help us at the first stage to check whether it is Green Belt, as defined by the Planning Department.   

CHECK 7: INFORMATION PROVISION: Please FILL IN THE CONTACTS FORM with the site address, a description of the site with your idea of its potential, and any planning history that may have occurred. You must have gone through the ABOVE CHECKLIST POINTS before submitting to us.

CHECK 8: INFORMATION PROVISION: We will need a copy of the LAND REGISTRY PLAN AND TITLE. We will ask this from you at an early stage. Are you able to provide this?

CHECK 9: INFORMATION PROVISION: Before we come and see the site we would like an e-mailed set of DIGITAL PHOTOGRAPHS OF THE SITE. These should show the site AND surrounds... Are you able to provide this?
